Yes, and in the northwest section of Florida, we actually have a winter..... with freezing temps down into the 20's, sometimes even the teens, for 3 months each year, freezing rain, and yes, even the occasional snow!
If those shocks are giving you problems in your 50 degree garage, they will certainly give the majority of people in the states problems at some point during the year.
And.... I agree..... the nitrogen should be little affected by the cold temps. If they are sized appropriately to begin with, they should work properly across the normally human inhabited climate zones.

Chris, the cost to ship these shocks would be cheaper if they weren't shipped with an adult signature request. That always cost more and is probably not necessary.
