It probably needs to be powered by the always on memory circuits.

No the memory module needs to be powered so it remembers where you had it, on or off. The switch only sends a ground pulse to the ECS module. If the car is not on then nothing happens. It may have to have a switched power too that actuality sends the pulse, if you had it off.
Will find out soon.
