If a front plate is required by law they've done nothing wrong. However I don't see why there is 4 holes, all the ones I've seen up here have 2. What I would recommend is taking your car to a body shop, have them fill the holes and paint match it.
I just purchased a new r spec genesis coupe and in Texas it is required for the front license plate to be on... However, like any good enthusiast, I believe that it ruins the look of the front of the car so I went to take it off yesterday. Well.. Turns out that instead of good use of brackets or 3m tape they drilled 4 holes into my bumper!! Am I crazy for thinking the dealer should fix this and should I just deal with the holes or does it seem like they could repair it?

I feel your pain. I too refuse to run front plates.
But now I’m counting myself lucky: I only have two holes.
