Forge BOV's don't have diaphragms, it's a piston based BOV.

Viton silicone o-ring sealed piston-based internals - no diaphragm to fail

Interesting. Did not know that. Still, my internet diagnosis is still the same. It's just air escaping, not Compressor Surge.

Sorry I missed this thread before.

Compressor surge will never occur on a vehicle that has a functional bypass/blow-off valve and wastegate. True compressor surge will only on an application where the turbo is flowing more air that the intake valves of the motor can physically ingest. Any other sound that you hear that sounds like a fluttering effect is either the valve or the wastegate getting forced open and responding to a fluctuating pressure differential, which is normal under certain circumstances, and not a problem in any way.

Here is a video of a valve performing normally when revving the engine while parked. There should be no fluttering. Just a clean release of pressure.

It's really impossible for me to diagnose it without the vehicle present, but I suspect either the flange is not lined up/clocked properly and the discharge opening is misaligned, or there is an issue with the vacuum reference to the top of the valve.
