Vacuum will change with thing like a/c being on, turning the steering wheel, temperature, etc...
You sure you tightened it and didn't loosed it?
I did it and the most boost I hit was 13.8. Before I was at 15.6I'll turn it down and see what happens. Now I'm vaccuming at -17, before was -14

Clockwise with your back to the windshield or counter clockwise if you're looking at the windshield.
Yeah that's what I did. I turned it back a full turn and it's actually peaking out at 17.2lbs now. I'll play around with it a bit and find the sweet spot.
